Duties Environmental Public Health Officers (EPHOs) work collaboratively with partners to deliver high‑quality health protection services to Indigenous peoples. An EPHO provides advice, guidance, education, public health inspections and recommendations to First Nations and their leadership to help manage public health risks associated with the environment. Frequent travel is required, often usingvarious modes of transportation.

Work Environment First Nations and Inuit Health Branch is responsible for providing public health services (including Environmental Public Health) to those living on reserve. Eight core programs are delivered: Drinking Water, Food Safety, Healthy Housing, Wastewater, Solid Waste Disposal, Facilities Inspection, Communicable Disease Control and Emergency Preparedness&Response.

Employees must support the Branch’s strategic objective of transferring control of health services to First Nations and Inuit, and be aware that the duties of this position may, at some point, become the responsibility of a First Nations or Inuit organization.

Essential Qualifications

Education:

Graduation with a degree from a recognized post‑secondary institution with acceptable specialization in Health Sciences (Public Health) or Environmental Public Health or another relevant specialty.

Successful completion of a full‑time course in Public Health Inspection or Environmental Public Health at a recognized post‑secondary institution.

An acceptable combination of education and training in Environmental Public Health and at least five (5) years of field experience, plus a Certificate in Public Health Inspection (Canada).

Occupational Certification:

Certificate in Public Health Inspection is required. If the certificate is still being completed, applicants may apply but completion will be required prior to establishing the eligible pool.

Other (Asset) Qualifications

Asset Education:

Master’s degree in a related field (e.g., Master’s in Public Health, Master’s in Science – Epidemiology).

Current Health and Safety Certification (e.g., CIC, CRSP, CIH, ROHT, OHST, ROH). Training in emergency response, especially incident command systems, and infection prevention&control.

Asset Experience:

Delivery of environmental public health services (inspections, investigations, drinking water monitoring, wastewater monitoring, education, promotion, training).

Experience working with First Nations communities and organizations.

Experience leading or participating on committees; engaging stakeholders; briefing and providing recommendations to management.

Asset Knowledge:

Knowledge of the social determinants of health.

Essential Knowledge, Competencies, and Abilities

Knowledge:

Awareness of applicable legislation, guidelines and technical information related to Environmental Public Health (e.g., Canadian Drinking Water Quality); knowledge of sample collection and interpretation of test results.

Ability:

Develop and present educational training related to environmental public health.

Operational Requirements

Willingness to work evenings, weekends, on call, overnight, or on short notice.

Ability to work in remote/isolated First Nations communities, including traveling alone by vehicle over rough roads, all‑terrain vehicles, float, small plane, boat or helicopter in all weather conditions.

Wearing Personal Protective Equipment (PPE) as required.

Moderate physical effort– traversing rough terrain on foot, climbing, bending, crawling, working in restrictive spaces, lifting objects up to 20 kg.

Pre‑employment medical/personal health declaration may be required.

Willingness to work outdoors under varying weather conditions.

Conditions of Employment

Reliability status security clearance required.

Unrestricted valid driver’s licence in the province of work.

Maintaining regular membership in good standing with the Canadian Institute of Public Health Inspectors (CIPHI).
