The Opportunity The City of St. John’s is presently accepting applications for the full‑time permanent position of Supervisor – Transportation Maintenance.
Accountabilities
Schedule and supervise staff in the installation and maintenance of traffic signs and pavement markings.
Prepare technical reports, correspondence, procedure and operational manuals, and technical specifications. Maintain operational records of work performed and materials used.
Ensure traffic safety by providing, installing, and maintaining traffic control signs and markers in accordance with the Manual for Uniform Traffic Control Devices.
Coordinate traffic projects with other divisions, departments, and agencies.
Ensure that the required permits and traffic control plans are in place to allow for work to be completed safely.
Inspect and maintain all property and works as required, considering weather impacts on City infrastructure.
Ensure that equipment and materials are readily available to provide services and/or maintenance and repairs.
Be familiar with and implement the Collective Agreement where it applies.
Conduct inspections, investigations, prepare reports and recommend corrective action as required.
Maintain electronic records and complaints systems information.
Place a high value on work site safety, conduct toolbox talks and be well versed in OH&S policies and procedures.
Respond to emergency callouts at any time of day or night (blizzards, floods, hurricanes, etc.), as per the procedure set by the City or Division.
Willing to work extended shifts as required.
The successful applicant will be required to participate in all training programs applicable to this position and other related work. The above statements reflect the general duties considered necessary to describe the principal functions of the job identified and shall not be considered a detailed description of all work requirements that may be inherent in the job.
Qualifications
Must have a High School Diploma supplemented with a diploma in Civil Engineering Technology (or related field) and be eligible to be registered as a Professional Technologist in the Province of Newfoundland and Labrador.
Must possess a minimum of five years supervisory experience in a public works or related field.
Experience with the installation and maintenance of traffic signs and pavement markings.
Knowledge of design practices, materials, methods, and techniques of road construction and maintenance is an asset.
Knowledge of the Manual of Uniform Traffic Control Devices and the International Municipal Signals Association standards are assets.
Knowledge of heavy equipment operation and experience in snow and ice control are considered assets.
Applicant must have a clear understanding and awareness of the Workplace Health, Safety and Compensation Commission (WHSCC) Legislation; Highway Traffic Act; Occupational Health and Safety Act and Regulations; and Human Rights Legislation.
A strong working knowledge of personal computers with proficiency in Microsoft Office Suite is required.
Ability to prioritize work, multitask, and meet required demands and deadlines; an ability to troubleshoot and work in a fast‑paced environment.
Applicants must possess a valid Class 5 License and obtain a Class 3 license with an air brake endorsement within a short period of time. The applicant must also be prepared to complete additional training for other classes and endorsements.
An equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
This position is classified as safety sensitive. The City of St. John’s has a comprehensive Alcohol and Drug Policy to ensure fitness for work and the completion of a satisfactory alcohol and drug test is a mandatory pre‑employment requirement.
Working Conditions This position requires outdoor work and could involve severe weather conditions such as flooding, winter events, and wind storms. Extended periods of shift work. Travel throughout the City may be required to visit work sites and developments while working near high traffic zones and often in adverse conditions.
Hours of Work Monday to Friday, 8:00 am to 4:00 pm (May – October)
Winter Operations: Shift work as required (November– April)
