– BC Emergency Health Services – Richmond South Terminal (Hybrid)

Regular, Full Time, Permanent, Nonunionized

Salary: $108,147 - $141,943

Key Accountabilities

Manage Contracts and Service Agreements established between BCEHS and commercial air carriers for charter aviation services.

Maintain guidelines, policies and procedures for Aviation Services, including aviation standards, quality assurance, and industry best practices.

Monitor, assess and report on contracted air carriers’ implementation of standards set by Transport Canada, BCEHS contracts and aircraft manufacturers.

Track service performance relative to contract requirements.

Review heliport and/or airport facilities to ensure they safely support the province’s air ambulance system.

Design common standards for heliports supporting emergency medical services and collaborate with health authorities to implement them.

Develop and maintain positive working relationships with contracted air carrier operations and maintenance staff, ensuring safe and quality services.

Build positive external linkages with community, government, and health organizations to promote aviation best practices.

Identify and require aircraft equipment and maintenance beyond regulatory needs to meet BCEHS requirements.

Advise the Director, Aviation on flight safety and quality assurance programs.

Ensure primary aviation service providers are audited regularly for contractual and regulatory compliance.

Participate in aviation auditing efforts or risk assessments of charter air carriers.

Collaborate with other jurisdictions’ air ambulance services on safety and quality programs.

Conduct investigations related to aviation incidents/accidents and deliver reports to the Director, Aviation.

Communicate service interruptions or safety risks to appropriate teams promptly.

Maintain program-wide disaster preparedness and business continuity plans.

Serve as co‑chair of the Provincial (Air) Occupational Safety and Health Committee.

Represent the Director, Aviation as alternate spending authority.

Monitor and control spending costs to align with the annual budget.

Stay current with aviation technologies and best practices.

Research and recommend aircraft equipment specific to BCEHS needs.

Assist the Director with procuring aviation services through RFPs, RFQs, or RQs.

Contribute to bid selection for BCEHS air ambulance contracts.

Represent the Director on committees and task forces as requested.

Implement policy and procedural changes as directed.

Support other BC Government agencies in aviation service procurement and flight logistics.

Cover for the Director, Aviation during leave periods.

Serve as the after‑hours “On‑call Manager” for CUPE Paramedics and Dispatchers.

Develop and deliver aviation training to paramedics, dispatchers, and transport team members.

Provide leadership and direction to subordinate employees.

Manage special projects assigned by the Director, Aviation.

Qualifications

Bachelor’s degree in Business Administration, Business Management, or related field; ten (10) years of progressively responsible aviation industry experience (military or commercial), including rotary or fixed wing operations.

Significant flight operations management or aviation quality assurance experience.

Strong interpersonal, communication and writing skills.

Proficiency in Microsoft Office Suite and database management.

Experience with project management and associated software (e.g., Microsoft Project).

Self‑starter capable of initiating and completing tasks independently.

Ability to work effectively under changing priorities and in a dynamic emergency service environment.

Physically and mentally capable of performing the duties of the position; ability to travel when necessary.

Knowledgeable in heliport and/or airport operations (asset).

Comprehensive knowledge of aviation legislation, licensing and regulatory requirements.

Knowledge of the BC Emergency Health Care system and air ambulance services (asset).

Leadership, negotiation, and conflict resolution skills.

Organizational and time‑management skills with the ability to meet deadlines.

Effective use of word processing, spreadsheet, database, and project management software.
