Reporting to the Director of Public Service Training, the Manager, Headquarters Training and Development plays a key role in fostering an effective, skilled, and representative public service. The position is responsible for the planning, development, implementation, coordination, delivery, and evaluation of GN wide training and development programs, supporting departments across all three regions. The incumbent aligns learning initiatives with GN priorities, including the Business Plan, Human Resource Strategy, Inuit Employment Plan, Article 23 obligations, decentralization, and succession planning. The position provides expert advice to departments and senior leadership on staff development, learning systems, and effective training practices.
Responsibilities
Manage the delivery of GN wide training and development programs aligned with divisional priorities and workforce strategies while designing, developing, coordinating, and implementing learning initiatives.
Lead the development of annual and multi-year GN training and development plans and conduct GN wide training needs assessments to support departments in identifying training requirements.
Oversee the development, maintenance, and effective use of the GN Learning Management System (ERP LMS) and provide guidance and support to departments and staff on LMS usage.
Manage budgets for assigned programs, including forecasting, tracking, and financial reporting, and ensure compliance with GN financial management policies and principles.
Serve as a subject matter expert and advisor to the Director and GN departments on training and workforce development while building and maintaining partnerships with Inuit organizations.
Supervise, coach, and support assigned staff by assigning work, setting priorities, and managing workloads to foster a collaborative, inclusive, and results-focused work environment.
Qualifications The knowledge, skills, and abilities required for this job are usually obtained through a degree from a recognized post-secondary institution in Education, Human Resources, Business Administration (with a focus on training and development) or a related field, plus three (3) years of experience in training and development or a related field. A minimum of two (2) years of supervisory experience. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
Eligibility This employment opportunity is restricted to residents of Iqaluit only.
