Overview The Department of Service Nova Scotia, part of the Nova Scotia government, delivers programs and services that meet the needs of citizens, businesses, and municipalities. This role leads corporate business process improvement initiatives across the province and helps shape the operational and service excellence deployment for the entire public service.
Position : Senior Manager, Operational and Service Excellence Location : Halifax, Nova Scotia Type of Employment : Permanent
Responsibilities
Develop and support the operational and service excellence deployment strategy by partnering with business areas across government to identify pain points and convert them into business improvement projects.
Implement projects using appropriate methodologies, align business performance with the strategic mandate, build a culture of continuous improvement, and operationalize Lean Six Sigma principles.
Promote, strengthen, and expand the deployment with innovative approaches.
Lead complex strategic and corporate business process improvement initiatives across departments and agencies, securing buy‑in, managing approvals, stakeholders and subject‑matter expert teams.
Design and deliver training, including train‑the‑trainer programs, for key stakeholders such as employees, belts, process owners, and executive sponsors. Coach and mentor belts toward certification.
Act as a departmental alignment champion, leading and managing the Department’s project portfolio and advising executives and senior leadership on deployment goals and priorities.
Coordinate the realization and reporting of deployment benefits, managing performance metrics at both business and operational levels.
Perform any additional responsibilities and accountabilities as assigned within the growing deployment.
Qualifications and Experience The ideal candidate is passionate about continuous improvement, has significant experience leading corporate deployments and complex cross‑business initiatives, and excels in business transformation, culture change, training development, facilitation, and people management.
Bachelor’s degree in business or a technical field; a postgraduate degree is an asset.
Over 8 years of experience leading corporate deployments and complex cross‑business process improvement initiatives using proven methodologies (DMAIC, Kaizen, Agile, etc.) with verifiable business benefits.
Certified Lean Six Sigma Master Black Belt (LSS MBB) by a reputable organization. Experience after LSS BB certification and readiness for MBB certification may be considered.
Experience with public sector process improvement and clear insights into the public sector context.
Training and experience in culture change leadership, training development, facilitation, and people management of high‑performing teams.

Salary Range $3,929.22 - $4,911.52 Bi‑Weekly
