Description
Job Overview Develop and sustain a robust campus Workplace Safety&Health (WSH) and Fire Safety system, including but not limited to ensuring compliance with all related regulatory requirements, training, audits, incident reporting, follow‑up and management review. Work closely with the Senior Fire Safety Manager (SFSM) to ensure the campus Fire Safety programme and WSH operational safety are well maintained in a safe campus.
Key Responsibilities and Duties Specific Responsibilities
Work with stakeholders to sustain WSH compliance and licensing framework, ensuring licensing issues, incident prevention, reporting and follow‑up are addressed in a timely manner.
Proper storage&management of hazardous substances (under NEA/SCDF/SPF regulations).
Workplace safety management (under MOM guidelines).
Other licensing&safety compliance requirements where applicable.
Develop and sustain WSH and Fire Safety system and QA cycle, including training, inspection and audits for Hazards Identification (HI), Risk Assessment (RA), Incident Reporting, follow‑up, trend analysis and management review.
Work closely with FSM to maintain a robust Fire Safety Programme, supporting ground inspections, audits, fire safety training and drills.
Perform secretariat and chief co‑ordinator role for the WH Workplace and Fire Safety Committee under the WH Total Workplace Safety Health (TWSH) Council. Review safety incidents, update, and provide recommendations to WH senior management as required.
Work closely with FM to ensure contractors’ compliance with WH House Rules and the Permit‑To‑Work process, including adequate risk assessment and controls before and during works.
General Responsibilities
Work closely with the OSG team to support hospital activities and related projects.
Perform all other tasks and duties as directed by the D OSG or D OSS.
Job Requirements Education / Training / Experience
At least 4 years of related working experience, with a minimum of 2 years relevant experience in maintaining an organizational WSH system for a Manager position.
At least 5 years of related working experience, with a minimum of 3 years relevant experience in leading and maintaining an organizational WSH and Fire Safety system for a Senior Manager position.
Experience working closely with management and diverse groups of stakeholders to ensure both operational and regulatory requirements are met.
Experience supporting and maintaining an organizational fire safety programme.
Experience analysing safety data and trends, able to provide practical recommendations.
Recognised Degree.
Professional Licences (if any)
MOM Licensed Workplace Safety&Health Officer
SCDF Certified Senior/Fire Safety Manager
NEA Licensed Environmental Control Officer (Preferred)
Attributes
Strong interpersonal skills, an eye for detail and a high level of initiative. Able to communicate effectively and clearly to different stakeholders with diverse backgrounds.
Eye for details, analytical driven, able to organise and interpret data to identify trends, anomalies and provide meaningful recommendations.
Strong leadership skills, excellent communication and negotiation skills to bring across key points.
Ability to influence and drive consensus.
Familiar with various authority requirements, documentation, submissions and reports to different authorities for WSH&Fire Safety.
Other Requirements
Required to be activated back to the hospital to support incident management and investigation as necessary.
