Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages emergency medical services in Nova Scotia. EMC operates ground ambulance, air medical transport, and medical communications, serving over 165,000 calls annually across the province. Responsibilities
Program Development and Management
Design, develop, and lead publication of operational standards, policies, and practices. Oversee implementation of community health programs’ growth and development. Support Interprofessional Programs&Learning (IPPL)’s education development and delivery to community health programs. Provide guidance and support for the delivery of education, working closely with other divisions. Lead and manage complex special projects across all divisions, forming project teams/working groups, and contribute to design, implementation, and surveillance of community health projects. Possess the ability to lead and influence partners at tactical and strategic levels.Leadership and Team Management
Provide leadership, direction, support, and advice to community health teams, including the Integrated Health Operations Supervisor, Medical First Response and Interoperability Supervisor, and their frontline clinicians and staff. Perform the employee management cycle: hiring, retention, performance management, coaching, discipline, and talent management. Serve as part of the EHS Operations managers’ leadership team, including on‑call duty manager responsibilities.Innovation and Research
Conduct continuous environmental scans of relevant systems to monitor regulatory changes, funding models, care pathways, and paramedicine innovations. Translate findings into concise briefs and recommendations that inform EMC’s strategy and operational roadmaps. Critically appraise literature, clinical guidelines, and quality collaborative outputs to synthesize pragmatic, evidence‑based standards for community health programs. Contribute to the research and evaluation agenda, including study protocols, ethics submissions, data‑sharing agreements, and privacy‑by‑design practices. Ensure work is patient‑oriented, equity‑informed, and culturally safe, incorporating co‑design with patients, Indigenous partners, and frontline clinicians. Build, pilot, and scale innovative out‑of‑hospital care pathways or programs. Lead cross‑functional teams and partner agencies to ensure clinical safety, interoperability, and organizational and system alignment.Risk Management and Quality Improvement
Collaborate with System Performance and EHS medical direction to develop performance standards and ensure implementation and monitoring for compliance. Manage related operational and contractual reporting, including data assessment, tracking, and collection. Support system performance‑related clinical quality reporting and improvement and implement operational and program changes based on quality findings. Support risk management activities and clinical or operations investigations in collaboration with relevant divisions.Communication and Collaboration
Work with Communications&External Relations to communicate internally and externally regarding this portfolio. May act as a frontline leadership spokesperson for communications inquiries, coordinated with the Communications&External Relations team. Education and Experience
Bachelor’s degree in health administration, public administration, business/commerce, health sciences, or a closely related field. Master’s degree in health or public administration, business administration, health informatics, quality/patient safety, or a related discipline is an asset. Demonstratedexperience designing and implementing programs in a health or EMS environment, including drafting charters, tri‑party agreements, and operational plans.Experience leading and managing teams (direct and indirect) with accountability for performance, quality, and safety. Experience managing complex projects and working effectively with multiple levels of leadership across divisions and organizations. Valid Nova Scotia Motor Vehicle Class 4 driver’s license.Current licensure as a healthcare professional in Nova Scotia, without restrictions. Significant healthcare (EMS preferred) operational and leadership experience, including program design, pilot execution, and implementation science. Cultural competence and experience engaging with Mi’kmaw communities and other Indigenous partners.Certificate in Project Management considered an asset. Knowledge and Skills
Exceptional written, oral, and presentation skills; ability to produce clear charters, briefing notes, SOGs, and executive updates in plain language. Demonstrated negotiation, facilitation, and issue resolution abilities; models professional conduct, time management, and accountability. High self‑awareness, discretion, and independent judgment; proven ability to operate with autonomy in complex, fast‑moving environments.Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, etc.).
