Consultant– Feasibility Study for High Marsh Ecological Recovery
Organization : WWF‑Canada Location : East Vancouver Island (between Victoria, B.C. and Campbell River, B.C.) Terms of Reference
Context / Background
Halalt First Nation is engaged in stewardship, restoration planning, and restoration efforts within the Chemainus River Estuary. WWF‑Canada collaborates on these initiatives. Halalt First Nation’s Natural Resource Department has identified a historically modified site in the Chemainus River Estuary that would benefit from ecological restoration. A feasibility study is needed to assess the potential for high marsh restoration before proceeding with actions.Objectives
Conduct a feasibility study that includes historical analysis, site condition assessment, ecological and social assessment, regulatory review, economic feasibility, and a preliminary planting prescription plan for native marsh vegetation. Description of Services Required
Undertake historical research using aerial photos, land surveys, records, and reports. Develop a list of invasive species and best management practices. Complete a site condition analysis using existing monitoring data. Engage with Halalt First Nation’s biologist and WWF‑Canada for site visits.Perform ecological and social assessment and set restoration goals. Develop a preliminary conceptual design and planting prescription. Assess economic feasibility, including monitoring and vegetation costs. Review regulatory and legal requirements (permits, land access, compliance). Compile all information into a comprehensive feasibility study document.Key Deliverables and Expected Timeframe
Draft feasibility study outline (Delivery 1A). Draft full feasibility study (Delivery 1B). Final feasibility study with references (Delivery 1C). All deliverables must be completed on or before 15 September 2026, unless extended by WWF‑Canada. Payment Terms
25% upon execution of the professional service agreement. 25% upon review of Deliverable 1B. 50% upon submission of Deliverable 1C. Required Qualifications and Experience
Experience working with First Nations. Excellent writing and communication skills in English. Strong communication and collaboration skills. Strong technical, analytical, and drafting skills. Practical and theoretical knowledge of coastal ecosystems and their functions. Experience developing preliminary conceptual designs and budgets for restoration projects.Experience in ecological assessments for coastal wetlands. Certified Ecological Restoration Practitioner, Registered Professional Biologist, or similar designation.
